That is precisely the symptoms of a hot-neutral swap on the 30A receptacle. You’ve bonded what’s supposed to be neutral to ground, and that is (incorrectly) the small pin on the 30A. You need to take apart the generator and swap the hot and neutral wires to that receptacle, just like that other thread I posted.
