This may sound silly, but you might try this.
Put water in your fresh water tank (sounds like you've already got some there), and turn on the water pump. Turn on a faucet somewhere and let the pump pump some water.
Now turn the faucet and the pump off.
Now attach the city water and turn on at the water source. The pump check-valve may engage. It's possible it could be just that simple.
