Just so I'm clear on current condition. Circuit breaker shut but nothing you know of plugged into that receptical or any downstream circuit? If correct open the breaker and see if the GFCI resets. If it does you could simply have a bad GFCI even though it is new, it does happen rarely.
I cannot find anythng else on the circuit...I have turned off all other breakers and tried to locate any other possible devices fed by this gfci. I have cycled the breaker several times and the GFCI still wont reset. The new gfci acts just like the old one I replaced.
