LOL! The light meter is a VERY coarse battery monitor. I don't use it but I have a real battery monitor (which I hardly use either :)) and a multimeter. 3 lights just means your battery is not fully charged. How little or how much it doesn't matter cause they're not fully charged. Even if you had 4 lights, that still doesn't mean they're fully charged. It seems to me that your converter is either not working or the fuse between it and the batteries is blown (the batteries themselves can still be bad but one step at a time). Typically the fuse is an auto-reseting breaker. Might look something like this:
