If you have two tanks just have two drains. Why is that not possible?
1.5" ball valve is easy. Connect to a standard bayonet fitting and use a standard RV drain hose.
If you are plugged in, put a monster tank below and a heat pad.
Each tank does need a vent and can be combined with the pipe that feeds into the tank. 3/4" vent to the roof might work OK and 1.5" is pretty much the standard.
