Possibly different in a MH where you have chassis electrics for the drivetrain and running lights and a separate 12v system for house lights etc. Since chassis grounds are used for the drivetrain system, it makes sense that 12v items on house circuits cannot use the chassis as the ground path, since you have separate battery banks for chassis and coach systems.
On a towable where there is only one 12v system present I would suspect the NEC makes an exception. As I said, my negative bus bar at the converter is connected to the batteries via the frame, and I don't think that Fleetwood would have sold a TT with an RVIA sticker on it if it didn't meet code.
I believe the OP has a towable based on his user name but would help if he would clarify for the discussion.
