I think that you guys are mixing things up. There is are significant differences between "bonding", "grounding", and "return path to ground".
There is no reason to debate this further as it seems that everyones electrical opinion becomes fact. It's in the code and you can read it for yourself.
If you don't want to pay for the book, one should be available the library or you can ask if your local electrician will let you look at his. My book is a few years old but it has an entire section devoted to RV parks and RV's.
