In looking at a few inverter generators I've found that the exhaust is not the biggest source of noise. The biggest source is the cooling air exiting on the same side as the exhaust. Running the cooling air through a muffler would make a big difference, but it would have to be a very large, high-flow muffler. The air intake and plain old mechanical noise are other noise sources.
