I only see max amps under heavy load or if the voltage of the battery is lower than we ever want to see it. Now if a load takes the inverter bank down below 12v, the amps will jump over 16 and stay there until the voltage comes up into the 13v range and start tapering.
So the power is still there, the controller isn't using it. It has decided that this is the optimal rate of charge at that time. A different MPPT controller with a different program may give better results.
The temperature sensor does effect the output, I have seen it when the sun hits the controller so I would think it has a effect all of the time.
