While manufacturers do offer budget surge protectors with limited ability to protect against source power errors hardwire models (which the OP says he has) are in the higher priced, fully featured category so it's confusing as to why the OP's didn't simply refuse to pass power to his rig when it detected a wiring error so it would be interesting to know just which make / model of "surge protector" he has. As for this happening in the first place I can't imagine wiring up a new power source and not checking it with a DVM before plugging anything into it ... heck, I do that every time I even wire up a simple 15 amp receptacle - check it visually once, twice, even three times, then also probe it with my DVM to make absolutely sure I haven't made a mistake. How could any "qualified" electrician could not do the same? Sounds to me like this "electrician" had no idea what he was doing and should therefore be held responsible for any damage caused. :S
