I've never had this happen in the RV but have seen this work with a gas grill regulator that is starving the burners.
There is no such thing as "resetting" a RV LP regulator. What you outlined would be because the short Pigtails from the DOT tanks to the LP regulator have "jammed". Releasing the pressure in your scenario will allow the Hi pressure pigtails to indeed reset. Doug
