If you have a tarp that leaks possibly you could use some plastic sheeting to make it waterproof. Plastic sheeting first then the tarp on top to protect the sheeting. Otherwise best to get a real tarp that is waterPROOF.
Reminds me of a story of the first settlers moving to Seattle area. As they camped in tents there was an entry to the journal that they looked forward to building some actual shelters once it stopped raining.....
