Now I'm catching on to some of everyone's suggestions, thanks for the input! Regarding the protocol for programming the Tristar, it is initiated by the PC but the controller needs a reset afterwards. After programming the controller via the PC the new parameters will be stored, but the controller itself will have it's status LEDs blinking a DIP switch/Self-test fault (R-Y-G sequencing). Resetting the controller clears this fault and it operates under the new parameters.
