If he is using the inverter to draw down the battery voltage, he must be watching that voltage like a hawk so he can turn on the water heater before the inverter shuts down on high voltage set-point.
Even if you have fat wire to everything, you can still have voltage drop issues through bad connections. IMO get in there with a meter point to point and see if there is a problem somewhere.
Your issues "do not compute" IMO, so something isn't right.
