I believe this controller has 4 charging states:
1. Bulk. The panel is directly connected to the battery. Battery voltage rises until max voltage. At one time OP had this set to 14.80V.
2. Absorption. The panel is under pwm control. Don't know what it's set at, perhaps 14.4V.
3. Float. pwm control.
4. Equalize. pwm control.
Telling the OP to get a new inverter is one way to fix the problem. I prefer test and analysis before making rash purchases.

Sal, I don't think there are two voltages between Bulk & Absoption. Both are set at 14.4 volts. There is just a single setting for both.
