The idea is this will be reached quickly while in storage and you will be in float most of the day.
While in use and the battery is low on charge every morning it will take a long time to hit the 10% duty cycle and in effect you are in absorption most of the day.
I think the one hour at 30% in storage will have you at absorption voltage for much longer than needed causing the excess water use....
