BFL - your test didn't work out so well because the CC kept charging the battery after the load was turned off. It's difficult to differentiate between the actual jump and the continued charging voltage ramp.
A better test is to just terminate charging. Open the fuse between panel and CC. Measure voltage just before and right after opening fuse.
