Just as a quick test, verify your volt meter by testing on your truck/car battery with the engine not running. It should read 12.7 +-.3vdc. If meter is correct, I concur, bad converter and your battery now needs serious inspection before using it as it may have been ruined by the high voltage. Once this is sorted, you'll have to test your furnace as it's board may have been damaged as well.
