yep and Harbor freight has a small bottle jack for under $10 if you can't borrow one.
but it makes no sense that because the tank has dropped below the area of the drain pipe, then lifting it up will help??? if it has fallen and isn't draining where it is then raising it up to the valve location won't help any.
this is new and under warranty, ask the dealer how to proceed. don't sock a hole in it and then expect the dealer to replace the tank if it can't be adequately plugged.
