Obviously the carb needs to be filled with gas before it can start. A local Honda dealer tells buyers to fill the tank, close the vent, then rock the generator side to side. This agitation will build a bit of pressure and push gas into the carb. To test this theory, just shake a closed gas can and then listen for pressure venting as it is opened.
