On some AC's the fan is the only thing running til the compresssor kicks in. The fan takes no real juice at all. Once the compressor comes on is when the real demand for amps is. It could take a few minutes for that to happen.
You might want to consider getting one of these inexpensive volt meters that you can plug into a outlet and watch the meter when you turn on the AC and if it take a big dump below 108 volts when your AC trips then you will probably know that your gen is not big enough...
