Voltage and Amperage are two different things and almost all VOM can only read Voltage and Ohms. To read Amps AC or DC requires a Clamp on type of meter that will clamp around a wire you want to test for Amperage (Load).
I was not to sure from the post if this was how you were testing your Amp Load.
Many (I think most?) non-clam multimeters have some current range. You need to put the meter in line with the circuit under test so the current flows through the meter. Often the leads also need to be put in different holes on the meter—for current measurement, there typically is a shunt in the meter, which of course you don't want when attempting to measure voltage or resistance.
From the picture the OP posted, that meter does have at least an AC current setting, and I assume also a DC current one that is cut off.
