I agree. No description of what noise we're talking about makes an intelligent suggestion impossible.
Wild guesses, now, those are easy and a dime a dozen. So I'll hazard one. Note that this applies ONLY to the cases where the water heater is making a loud roaring noise which is often accompanied by excessive smoke. It is very common for spiders, stink bugs, mud daubers, and similar insects and bugs to get into and clog up the burner tube. When this happens, the solution is simple: clean out the burner tube.
