Hot water heater will not work on electic.

Make of water heater would help. Eg. many Atwoods have a reset button on the back of the heater near the on/off switch.
have you checked the circuit breaker?
Do you have a separate wall on/off switch?
Is this the first time out this year? Any chance the element was turned on with the heater drained?
Do you own a voltmeter?

All of the above will help diagnosis.
