"when not in use, seem to be OK again at low to mid 12."
That's not right. Unloaded they should be in the high 12s.
Perhaps you have a load you are not aware of pulling their voltage down. Or when you got them new, you did not charge them up before installing them to bring them up to speed after they had been on the shelf for however long.
You should have your own multimeter as an Rver, so use that to cross-check your wall meter reading.
