It depends on how much the load IS.
BUT.....low to mid 12 is NOT OK with no load.
I think it is likely that your new batteries have never been fully charged yet. Depending on the charger, it may take up to 48 hours to get that initial full charge.
The next thing to check would be the voltage when you think they are being charged.
