It doesn’t sound to me like your batteries are charged. Voltage, even under moderate load, down the 11.6V you claim to see indicates a seriously depleted battery. Are you plugged into shore power so the RV battery charger can charge the batteries? At the voltage you are seeing it will likely take all day to bring your batteries up to full charge.
