Since you don't seem to know that 12.0 volts is half discharged, I suspect that you don't really KNOW that they are being fully charged either.
Even if the solar is working "right", it can often take a LONG time to fully recharge. And it is also not uncommon for a relay/solenoid to fail and not charge the house batteries off of the engine.
It is hard to give you a good answer to your actual question without knowing ALL of the facts.
