Some CGs/RV parks have electrical systems in the worst condition and code compliance I've ever seen compared to the building construction industry. A CG worker can be cutting the grass one minute and be an "electrician" the next minute with no qualifications. No permits taken out for work that requires one. Sometimes I have to give my head a shake at what I see.
Have never come across a cheater 50 amp pedestal but we're 30 amps. Other issues like open grounds, reverse polarity, open electrical boxes, rusted out pedestals and panels, pedestal breakers and receptacles barely functioning, etc. are a'plenty... A new 50 amp cheater pedestal on an existing 30 amp 2-wire circuit is also inviting a huge voltage drop.
Stayed in one CG that had just done an upgrade to a section to new 50/30 amp pedestals and underground wiring. CG manager told me they simply put wire directly in the ground without conduit. Who would know? You've got power at your site, so what's the problem?
Stayed in another CG near the ocean that had 300+ 30 amp pedestals like the photo. They removed all the 20 amp recepts & breakers so you couldn't plug into the 30 & 20 amps together, presumably to avoid voltage issues. Had to use a stick to prop up our plug from falling out. If the enclosure is rotted out, imagine what the electrical connections were like inside.
A CG can't be forced to upgrade to current code but if they want to upgrade, it has to be 100% compliant with the latest code edition. No such thing as a part-way upgrade. So some CGs will either not do anything despite how bad things are or will cheat. Sad!
