how does water get to the hot water heater when you drain it

I'm trying to get a rotten egg smell it of my hot water heater. I have filled my fresh water tank with water and bleach. I just drained my water heater and was curious as to how the heater will fill...

Your water heater will fill from the tank when the pump runs, yes. Be sure to open a HW faucet to allow air to escape.
