You could, but that's more complicated than it needs to be. :W Just mount your spare pump somewhere on or in your trailer, feed it 12 vdc through a switch so you can turn the pump on / off, and permanently connect the pump output to any one of the fresh water tank's ports, even a T on the drain port would do if need be. And yes, any decent fresh water pump will pump water into the tank even if the port you're using is below the tank's water line. Here's my own current setup illustrated with a series of 10 pics. To transfer fresh water into the trailer's FW tank I simply drop the intake hose draw tube into a portable fresh water container and turn on the pump ...
Couldn't be simpler as there's no need to connect the pump's output hose to the trailer each time you want to transfer water. I've been using one variation or another of this system for years, it's effortless, and works like a charm. :B
