For a quarter wave physical antenna, the ground plane creates the second half of the virtual dipole and is just important for reception as transmission. Off to look at your link.
Yep that's a standard quarter wave Omnidirectional whip antenna. It will run better with some screen of a radial grid under it. It will *work* just attached to the ground wire. It will work better with a quarter wave ground plane under it.
All that studying for the extra class ticket may not have been a waste after all lol.
