So even though resistance electric heaters are 100% efficient at conversion, no all resistance electric heaters are equal in their efficiency at using electricity to make you feel warm. The difference is radiant heat versus convection heat.
So actually an electric heater is only 50 percent efficient compared to a heat pump.
I still recommend OP should replace the board on the W/H to run it on propane. I like things to work as designed. Then OP can choose heat source depending on conditions. Right now he is stuck with electric only.
