It is a HI-AMP 90 amp circuit breaker. However I can see no way to get inside to reset the lever which I suppose is there. It appears to be a sealed box, with no screws. The box is very small, around 2"x2"x1/2", no buttons to push.
If it's a Hi-amp manual reset there should be a red button on it to reset. Otherwise looks like there's a cover that comes off if it doesn't have the red button.
