I'd suggest heating the bolt head with a torch, get it as hot as you can then let it cool down. Wouldn't recommend chilling with cold water as that might make the metal fragile. When it's cooled a bit hit with penetrating oil and wait for it to cool completely. The idea is to expand the bolt via heat and then cooling it'll shrink that is often enough to unstuck.
I'd avoid heating the other parts.
Try the 2# hammer (probably a single jack not a sledge). You don't need to use a full swing, what you want is the mass of the hammer not necessarily shock. Deadblow hammer can be very handy for this type of problem.
