Cut it off flush with a metal sawzall on each side, then you only have a small bit to drill out and you can remove the square tube. Then heat, oil and drift out the remaining piece. Next part might not sound right to you, go to the hardware store in plumbing and get a toilet seal, the wax kind. Coat your nuts and bolts with that, they will never seize again or rust.
