So keystone absolutely put in the wrong bolts. This bolt is supposed to shear under stress and if it had, I wouldn't have my bigger problem. A shank isn't going to shear easily. Plus I bought a bolt and comfirmed that while it goes through the saft, the shank does not go through the hole in cross arm. I may have been wrong about them pounding it through though. The threads look like they've been stretched and it was very difficult getting the nut off. If you look closely at the picture, I believe you can see major stretching near the shank. So it was probably pulled through and that maybe explains the length too.
