The inverter takes power from the batteries to provide 120v power to the RV. The converter takes 120v power and uses part of it to recharge the battery. If the converter is powered by the inverter, you have a loop that will only lose power since none of these are 100% efficient.
The short answer is never, under any conditions, let the converter be powered by an inverter running off of your batteries.
