Maybe not, if there are boards on all 4 sides. I think you'll have to strip the insulation and tap into the light wires, without cutting them. Or cut them and put wire nuts, if this is easier.
Edit - PS: what I meant is that you'll (probably) have to access those light wires near the ceiling light. Remove the dome cover, unscrew the light base from the ceiling. Carefully try and pull the wires out of the hole. If you get lucky, you'll see wire nuts, here is where you can connect. If there are no wire nuts, then cut/strip those wires and insulate everything again. Run the fan leads on surface of ceiling panel, you said this is only 6" distance. Cover it with a piece of Wiremold raceway if you like.
