assuming reasonable care, yes, the efficiency loss should be minimal.
And given their age, they are probably larger than an equivalent panel today. Panel efficiency has gone up significantly in the last 5-10 years, so older panels may take up more space.
course used panels may not look new, could have holes in the frames from mounting etc. but IMHO for the right price, could be a very good deal.
Now I will guess that most used panels will be at least 24V panels since more than likely they were used for house or industrial applications. So they would need a MPPT controller. If you already have one, good buy. If it means buying one, it may end up not being that good a deal after factoring in the cost of a MPPT controller vs. a good PWM controller or existing controller.
