Even though Atwood gives a lower limit of 10.5 volts, I always want at least 12.5 volts to a furnace and 12 to the board, minimum. I would test the voltages at the board- pull the pin connector up enough to measure the sail switch input voltage and the valve output. While it could be a bad board, they are really quite reliable, and having 2 go bad tends to suggest an external problem.
I would also double check the wiring- that furnace has been rewired for that new board- it was only for a very short time they put a switch in the gas valve line.
