The 4 inches would be on a stick house.
The panel "authorized clamping" methods given in the manual have a spec for uplift and downforce load pressure (eg: _> 2400 Pa) but I have no idea how you would calculate your pressures for an RV roof going down the road at 70 mph and whether the height off the roof affects that.
The "authorized clamping" standard may or may not be met by the average RV installer. We have had threads about size of screws, bolts, 3M glue, etc etc. No ref to the resulting uplift loads. If it stays on, it must be ok! :)
