you tube has some interesting videos on cheap ways to reduce dbs using a car muffler. don't know if that is an option for you but you reference staying on the inexpensive side.

camping world also makes an extension for motorhomes that is vertical and is just taller than the roof.

Hopefully others with portables will chime in.
