If you're referring to the upper louver area (just above the heavily finned condenser coils) yes, I agree the venturi effect is minimal here. However, ref the coils located next to the flue and baffle board, the venturi effect is very much in play here. I will admit the it's overall effectiveness may be somewhat restricted when the moving hot air attempts its final exit through the upper louver area (vs. a vertical roof exit), but IMO it's still in play.
