Being retired from the HVAC and refrigeration industry, Not sure why you want to go to such extremes and tamper with the units performance. The direction os air flow thru the condenser is for a reason as well as across the compressor. the size of the condenser coil and the amount of air passing thru it is such by design to give proper temps and pressures required of the refrigerant to properly do it's job. you can't change the laws of physics nor the physical properties of the refrgerant being used.
If you can replace the fan in concern with a quieter one that moves the same CFM would be nice, and you would not adversly effect the performace of the refrigerant circuit.
I think the best approch for noise is to isolate and insulate (sound proofing)the condenser area from the living space and maybe add a small fan to insure proper ventilation of the condenser compartment within the RV.
