I'm lost... Why are we powering a converter with an inverter?

Why not just hook directly to 12V?

Sounds like a setup my buddy had to charge his cell phone in his van... 12V cigarette lighter powering 120VAC inverter powering 12V wall wart powering 3.7V cell phone charger.
