Must be opreator error!
Start from basics.
Disconnect the shore power feed at the inverter.Install a temporary female cord body on the wire coming from shore power that goes into the inverter. Test with a healthy three wire load. Maybe a med-large drill motor or electric heater.
Verify that the cord is good. Connect all conductors at the inverter together. Use an Ohm Meter at the cord connector. Verify they all have continuity.
