0.38A*12.6V is 10W? Your battery monitor is getting either DC amps or DC watts wrong.
Assuming the worst case, i.e. 10W number is correct, and therefore DC current is 0.7A... You can mount the inverter anywhere you want and use 15ft long #16 cable on either 12V or 110V side. Definitely on 110V side you can.
