An inverter generator isn't inherently quieter once it's driving much of a load. The manufacturers are combining extensive soundproofing with the inverter. It's possible to get a non-soundproofed inverter generator (Yamaha ef2800i), but there don't seem to be any currently manufactured non-inverter portable gens with the soundproofing. It must be something like once the cost of the sound reduction is there, the manufacturers figure they may as well go to inverter technology.
