Sounds similar to a piezo annunciator. The chatter at the end is common if an alarm circuit does not have threshold hysteresis.
Therefore---
Why not connect it to a battery and measure voltage? I much prefer diagnostics over guesswork...

Watched the video, you are right on, it's a Piezo alarm, probably for the absence of a 12 volt battery source.
